GarryCarneal is a leading expertin health care. He has researched, writtenand published extensively on quality, medical management, informationtechnology, and regulatory trends. He hasan established track record in helping trade associations, accreditationagencies, and businesses develop national policy positions and expand theiroperations. During his career, Carnealhas brought to market over 20 health care accreditation programs.
Carneal currentlyheads up Schooner Strategies. Founded in2007, the consulting firm promotes enhanced business development strategies forits clients by leveraging technology, identifying new workflow solutions, usingmarketing and social media tools, engaging in research and educationinitiatives, and other dynamic services.
Carneal helpsoversee several organizations, including ClearHealth Quality Institute (CHQI) and RadSite. Bothorganizations offer accreditation programs. Most recently, CHQI launched the Telemedicine Accreditation Program, inconjunction with the American Telemedicine Association.
In addition, Carnealactively works with the The Kennedy Forum, which is promoting a better health caresystem through mental health parity and other key initiatives. As senior policy advisor, Mr. Carneal isassisting in the development of the Forum’s policy positions, draftingcompliance toolkits, and coordinating leadership focus groups.
In 2014, Mr Carnealfounded RegQuest, a research-based organization exploring ways to improve themedical management system and the corporate practice of medicine throughregulatory reporting solutions, evidence-based medicine and technologyapplications (e.g., www.regquest.com; www.parityregistry.org). His hope is to launch a disruptivetechnology that could revolutionize how the health insurance appeals systemfunctions in the United States.
Mr. Carneal alsoserved as URAC’s President& CEO. During his nine year tenure,he diversified URAC’s quality-based mission from a single, specialtyaccreditation agency for utilization management to one of the premieraccreditation agencies in the United States covering 18 accreditation programs.
Mr. Carneal also servedas President of InforMed Medical Management Services, LLC (IMMS), a privatesector accountable care organization. IMMS(now Conifer Health Solutions) offers a full range of medical managementsolutions including predictive modeling, utilization management, casemanagement and disease management.

Mr. Carnealreceived his college degree from Washington & Lee University; a Master’sdegree from Yale University; and a law degree from the University of Virginia.
